Born in Washington, D.C. and was first introduced to comedy by his grandmother's impressions, who is of African American ethnicity making Reese an American. Soon after throughout his college years, Waters performed anywhere and everywhere he could, including showcases at comedy clubs and impromptu performances in dormitory lounges. It was here he met the star Brandon Victor Dixon and Justin Benjamin, with whom he would collaborate throughout his career.
